This program is designed to help fulfill Mississippi State University's traditional role as The People's University by offering tuition assistance and other opportunities to entering freshmen and community college transfers from economically challenging situations.

- Must be a Mississippi resident
- Must be an entering first-time freshman
- Must have a 9th-11th grade GPA of 3.0+
- Must have a 19+ on the ACT
- Must submit the Free Application for Federal Student Aid (FAFSA)
- Must submit the General Scholarship Application
- Must have a family income of $42,000 or less
